1999 S70 T5 with 132K.
Took car in for inspection and it failed for code p1132 and p0140. From the inspection report I received p1132 is "P11XX Manufacturer Controlled Fuel and Air Metering". P0140 "o2 Sensor Circuit No Activity Detected (Bank 1 Sensor 2).
Check engine light does work when you turn the key on. I cleared the codes with my buddies Innova 3020 scan tool. Have been driving the car for last few days until all systems are ready. Evap was the last one flashing. After driving the last few days all systems are ready and no longer get the "no dtc" message. As it sits right now, there is no check engine light but do get P1132 on the scan tool and a yellow light.
My question is why is there a code but no CEL? Is this normal.
I bought the car with 90K miles on it. One owner and dealer maintained for everything. I have never replaced an O2 sensor. Bosch 15667 is the upper and less than $100. Dont want to just throw parts at it, but seems reasonable that it could be faulty.
I am aware of vacuum leaks throwing that O2 fault code. Seems there is a vacuum elbow under the PS pump that gets overlooked that is often times the culprit? Does PS pump/ Alt have to be pulled to get to it?
I will drive again tomorrow and report back. Just thought it was strange the 1132 code showed on the scan tool, but did not throw a CEL.

Do something radical like disconnect the MAF while the engine is running, no cel then indicates something wrong probably with wiring or remote possibility ECU issue.

Got CEL this morning on way into town. Front o2 sensor P1132. Drove 25 or so miles with the scan tool telling me P1132, but no CEL. Reset it as I was going to log some miles on it today.
Now have P0140, bank 2 sensor when I put it on the code reader. Yellow light is on. No CEL. P1132 is not showing. Going to keep driving for a few more days to see if it will throw the CEL.
NC has a $200 limit on what you spend to repair a failed inspection. Once you spend that they give you a waiver for the year. I have no problem replacing O2 sensors, but dont want to just throw parts at it.
I will continue to drive it and report back if anything changes.
Do I change O2 sensors? Seems weird that the CEL is not coming on once the scan tool recognizes it. Is that normal?

Your bulb maybe out for the check engine light. I would check that first, which is also the easier in my opinion.

My Range Rover had the same problem. It wouldn't show CEL light even though it was failing inspection. I had to replace the ECM and BCM ($80 from junkyard) and it fixed after that. Maybe, you might have to do the same.
