Has anyone installed a new radiator expansion tank?
If so, what is the procedure and best one to use?

Best one to use is OEM Volvo. It should be less than $50 at the dealer.
Install is really simple. If I recall correctly, you can pop the old one out without removing any fasteners. remove the two hoses, and swap the new one in. Fill the tank, and run the car with the heat on full blast, and the tank cap off. Wait until the car gets up to operating temp, top off the coolant, and replace the cap. Should take about 15 minutes.

Now is also a good time to get a new cap, as well. The Stant caps at your FLAPS are the same as OEM, so you can save some money there.
