98 V70 AWD Charcoal Canister Operation

I am repairing my EVAP system. I have the charcoal canister out. Is this normal operation? I blow into the purge port and air come out the air port. When I try to blow into the tank port it is very much restricted feeling. The canister itself is a squarish GM, made in USA part. Also the canister bulges out a little bit, no cracks and the bulge seems to be related to how it is clamped into place.
