Volvo Owner's Manuals

They say in the Owner's Manual: If an electrical component fails to function, it is likely that a fuse has blown due to an overloaded circuit.

So, here's the info on fuses:
pg. 6:13 Fuses

All newer vehicles tend to use relays...diagram (pg 20) shows there is a relay for main headlight is behind dash and left of steering column.

On page 26, it shows actual circuit...and it appears to be a high dollar relay. I would check to see if light switch is sending voltage to relay...to right of light switch is high/low beam switch...with a voltmeter, one might be able to determine if signal voltage is getting to relay on both circuits.

Hence, your relay or high/low switch could be shooting craps.
