The Air Conditioning was working properly, then my wife was idling with the A/C on and heard a pop and a hiss. There was a cloud of what appeared to be steam from under the hood. She shut off the car and inspected under the hood for a water leak. She did not find anything so she drove it home.
When I got home I checked it out. There was no evidence of anything wrong except that neither the compressor nor the condenser fan comes on when you turn the A/C fan on. I have done A/C work on most American and Japanese cars, but Volvos are a different animal.
I checked the low side static pressure and it seemed to be about right.
The noise and steam that my wife observed seemed to be a pressure relief valve?
I have not been able to find a good wiring diagram to check the condenser fan operation, but the cooling fan works as it should (one fan motor for both).
If anyone could point me in the right direction with this issue my wife and I would greatly appreciate it.

A tiny by of refrigerant will give you static pressure on sn AZc gauge. That data means very little
I don't where your model relieves AC over pressure but it's more likely that was coolant venting than AC
Look for AC oil and grease to see if you can see where it vented

It was not coolant.
I found what appears to be some pag oil or equivalent near the back of the A/C Compressor, what really has me curious is that the condensor fan does not come on when the A/C is turned on.
Also the compressor does not try to come on.

You should check both Low side and High side pressures if and when the clutch is engaged. If the condensor fan does not start it is possible that you are way too low on charge
Example of Precision: Measure with a Micrometer, mark it with Chalk, and then cut it with an Axe.
