2000 Volvo s40 question about the instrument cluster

My mechanic told me the cluster is getting a signal but the speedometer is not working nor the odometer. I was told that changing out the cluster with another could potentially make the car not start and need to be re programmed. Does anyone have an idea if this is correct. I personally do not think it is to be honest. Any and all opinions would be welcome.

I swapped clusters in my 2006 and it seemed to work fine, except I got my donor car's mileage and repair prompts. I ended up transferring the LED I needed to the original DIM.

Not a s40, but on S60 you can swap them no problem IF all the numbers on the side are the same (except the serial number). Not sure how those numbers work on the S40. The miles you will see displayed will be those of the donor car, not your actual miles, so you may want to shop around to find a donor car with similar miles as yours. It is very hard to modify the miles displayed so not an option.
