2009 S40 Intermittent "Power System Service" Warning

2009 S40 Intermittent "Power System Service" Warning

I randomly get a Power System Service Urgent warning while driving. It has been doing it for 8 months, I replaced the battery and the alternator and I have been cleaning every wire connector I can find. I have even disassembled the CEM and cleaned the circuit board. The voltage is very stable in the car at between 14.45v and 14.52v. I am currently driving around with a volt meter plugged into the aux. outlet with gauge placed up at the windshield, the needle is stable and I stare at it while at traffic lights. I have also driven around with fuses out of the car like radio and lights nothing seems to matter. The only thing I have not tried is taking out the instrument cluster to clean all those connections. Everyone I have talked to is as stumped as I am. I am dead set against a new CEM. I don't see a way to program in a lower trigger point for the warning.
