1994 VOLVO 960 Hard to Star up!

My 1994 Volvo 960 was sitting on my garage for more than a year. I tried to get it start it up, but the battery was dead. I purchased a new battery ,and tried again, but still it would not start. I put fresh gasoline in the tank, and sprayed the air intake with starting fluid. It tries to start, but then it dies.
I have tried this method for the past two days, but I think I need advice from you guys the experts.
How should I proceed next?
I also like to know the physical location( a drawing or photo would be nice)of the distributor to check, rotor condition.
Your assistance would be greatly appreciated.

No distributor, it has coil on plug.

Fuel tank needs to be drained, and fresh fuel added.

Injectors need to be pulled, and flow tested at a shop.

E10 fuel will separate out over-time, especially when moisture gets into tank. Pure alcohol will eat away.

Hi guys: Thank you very much for your kind assistance.
I have filled the gas tank with fresh fuel and some fuel injectors additives. I know that you advised to empty the tank,and do the rest of clean up.I know that that ethanol in the fuel is a bear,and causes lots of problems on every type of engine that uses it.
Anyhow,before going all the way with the tank,I have been trying a few things,and I want to run them by you,and tell me what you think.
I put fresh gasoline directly on the air intake,and when trying to start the car,it would run fine for a couple of seconds,and then dies. I could hear the a whining sound,when I insert the key on the ignition and start the car,and when I turn it off. Another thing is that the little red light on the dashboard where the fuel gauge needle indicate full or empty,shows a little red light telling me that the fuel tank is empty,even though there plenty of fresh gasoline in the tank. I believe that if I could check the gas flow towards the fuel injectors,I could know for sure if the gas pump is pumping gas or not. Where could I disconnect the fuel line before it reaches the fuel injectors,and physically see if gas is flowing to them.Or maybe a faulty fuel pump relay?
My suspicion is that either the fuel gauge tank relay is faulty,or the float inside the gas tank is not working properly.What do guys think?
I need assistance in locating the fuel pump relay, I located the fuse panel of the driver side,but not the relay pane.Some sites shows location behind the astray/radio panel on the passenger side.Please advise of the proper location.
