96 850 Turbo - Could this be why my speedometer no work.

While working on the upper torque mount bushing today I noticed a plastic red wire that looked all cracked when I touched it the plastic wire covering fell apart. Any ideas on what I do to fix this (electrical tape?) or do I just replace? The copper wire had green in it which looks to me like corrosion. I think it feeds into the ABS module connection but I'm not sure as I haven't done any research yet.

That ABS wire harness is famously crappy on only 1996 models. There's not much you can do except re-insulate it.

If it shorted out and blew the fuse then yes, that is why your speedometer doesn't work. Those wires actually feed the ABS pump motor so they aren't directly tied to the speedometer but the speedometer signal routes through the ABS module and anything that kills the power to the module will take away the speedometer.

I had the same with these wires. All the plastic was completely rotten away and the wires even touched.
I replaced all the plastic on the wires with electrical tape and kept them from touching each other at the base, where they come out of the pump, with some silicone kit.
But my speedo never stopped working. ;)

If the fuse blew then yes. If the fuse didn't blow then it's okay the module itself. The plastic cover on the pump motor can be popped off to rewrap the wires, you'll have to remove a nut that holds the casing to the harness that will be in the way right above/next to it. Just stretch it out of the way enough to slide the plastic cover off and rewrap both of them.
