1993 240 Steering wobble

I have a question about my steering, I have noticed a lot of play in my steering wheel. When I took my wheel off to inspect the my joints, they looked fine. When I rocked the wheel back and forth, there was play in the steering arms. What could this be? Would i need new steering arms? Could the worm gear in the rack be worn out? I ask this oh forum gods... Please help!

Did you consider the tie-rod ends?

The tie rod ends are fine there is slack in the rack
