Fuse #9 Wipers running ramdomly

Everything on the Volvo S80. Sometimes called an "executive car", the S80 was Volvo's top-of-the-line passenger car. P2 platform.

Fuse #9 Wipers running ramdomly

I have a 2010 S80. Wipers started running randomly and even when motor is turned off. I've tried to access fuse #9 located on box A under box C. Cannot seem to remove the upper box to access the proper fuse to disable. Anyone have this happen. I have attached a image. How can I remove fuse and what could be problem please?
