So, I have a 2001 Volvo V70 Turbo 5 cylinder that is Shifting really hard at normal speeds. I've checked the transmission fluid and it is brown without a burnt smell. It has 183,000 miles. I have very little transmission experience and would appreciate any insight into this issue before I take it to a transmission shop that will try to get at least a thousand off of me.

Start with a drain and fill, then check the fluid level per the manual and get it RIGHT - neither too high nor low

You sure you got the P0470 right? P0470 is a standard code for Exhaust Pressure Sensor Malfunction. P0470 is not in the Volvo DTC cross reference. As far as I can tell Volvo never used it.
I suspect the OBD reader used is not decoding correctly, which is not uncommon for the cheap generic code readers.

I can find P0740 for the 2000 V70 but not the 2001 V70.

A4300460 Condition
The automatic transmission checks whether the lock-up solenoid is engaged or slipping by comparing the speed signal from the transmission speed sensor with the actual transmission speed (RPM) at the transmission. The signals should “show” the same calculated speed (RPM). The control module also compares the transmission speed signal with engine speed (RPM). The speed should then be greater or less than the transmission speed depending on the gear selected. Diagnostic trouble code (DTC) TCM-002F is stored if the control module detects that vehicle speed and transmission speed signals do not correspond with the estimated values which means that the lock-up solenoid SL is slipping or is not engaged.
Substitute value
The transmission control module (TCM) ” Emergency mode I“ program has been initiated.
