The control modules have some AI code in them. Sometimes you need to force the AI to rethink.
Try disconnecting the camshaft position sensor, give it an extended crank, see if it will fire up on the lookup tables. If it does, let it run for a couple of minutes. Shut down engine, camshaft position sensor. After that it should start with the camshaft position sensor connected.
A alternative route is to rest Engine Adaptation using VIDA/DiCE.

I am a bit confused on the car's history. Past and present. What I gather is the serp belt broke and caused timing issues. To resolve this you rebuilt the top end. You are "pos" the timing is correct.
For the car to run you need 1) Fuel; 2) Spark; and 3) air.
What exactly is the car currently doing? Is it turning over? Is it almost going to start? Does it sound like you have compression? What codes are you getting? You could have a single sensor not being connected causing all your issues. Even a flat battery - you need to provide more information.
Start by going over all you connections and make sure they are correct and firmly seated. Then check your fuel - do you have fuel to the rail?

Do you have a code reader? Is the check engine light on?
It is really hard to guess on what could be the issue without hearing the sound the engine is making. Is it popping and stuttering? Is it spinning slow or too fast. Does it run and die?
Have you tried holding the accelerator to the floor to turn off the fuel supply? Did you take out a spark plug or two to see if they are wet with gas?
For connections I mean every one that you removed for the repair. Also check your MAF - if it is plugged in well try unplugging it and see what happens.
Check your fuel line connection for leakage.
The car should start up if you did everything right - so if it is not - stop after 5-10 seconds and starting looking elsewhere for causes. One can ruin an engine via cylinder wash, burn out a starter or fill the crank case with gas.
One last question - what engine is in your 2002 S80?
