Hello, I can find a lot on this for older model Volvos, but nothing on the XC60. My driver's side hood latch will not release. The passenger's side does, but the driver's side is now permanently stuck. I even pulled out the interior handle and yanked on the cable with all my might, but I cannot get that thing to release again.
There are usually ways of getting a hook up there to pull the release, but I do not think I am going to be able to see anything without pulling the entire bumper off. When the latch was starting to stick (should have done more then), I could not figure out how the heck to even get to them to replace them! I thought the bumper would have to come off, but now I am wondering if the AC condenser/radiator have to come out to access the blasted hood latches?
This may be an issue I have to give up on and bring it to the dealership, who will certainly know what to do. If anyone has had any experience with replacing these latches, I would appreciate advice first.

Have somebody pull and hold the latch as you push down on the hood then let up.

Having someone push down would not work, it was not a height related issue. What has happened is that the cable has stretched and the latch on the left side of the car could not possibly be pulled far enough to trip the latch on that side.
What I ended up doing is taking the grill off, the headlight out (to be able to reach the other side), taking of the flexible plastic cover that covers up the hood latch (it can be pulled out through the grill) and then opening the black plastic cover of the hood latch to be able to trip the latch with a screwdriver. I then took some wire and wrapped it around the cable so that it would trip before the cable reached its point of maximum pull. The whole kit should be replaced at some point, but for now it works.

There is enough room to reach all the way up feel around and manually release the latch. YOu can eyeball about where by looking through the side of the hood before going under. I fixed my cable so I don't quite remember but I think you push it. You might need to push up on the hood from the outside while doing it.
