Upgrading straight flange 15t turbo??
I'm upgrading the exhaust on my 1997 850r. Was installing it and found my down pipe is for and angle flange turbo. I've found and angle flange exhaust casing. And was thinking I may go ahead and put a new 16t cartridge in it. Will there be any trouble doing this with the intake blower side aluminum casting or does that need to upgraded as well?

Sounds like already know most (all?) of this but:
The P80 exhaust manifolds are all the same in terms of fitment. In fact you can put in many P2 exhaust manifolds too, if you want.
The exhaust flange is the part between the manifold and the turbo and you can swap the exhaust flange around for the 94-98 cars like this: All three exhaust flanges work on any exhaust manifold, since the manifolds are all the same. And the turbo side is the same for all 94-98 (16t and 15g and 13g), just the downpipe side is different between conical, straight and angled exhaust flanges. The short of it is that you can swap everything around as long as the exhaust flange matches the downpipe.
So the easiest thing to do is just drop in a full 16t turbo, and either keep the existing flange and downpipe or use the exhaust flange that matches the downpipe you want to use. And yes there are performance differences, angled > straight > conical.
If you want a bigger turbo (18t, 19t or bigger) then you need a 99+ angled flange with the larger opening, that flange doesn't swap with the smaller 13g-15g-16t turbos that came on these 95-98 cars.
Hopefully that answers your question, the post title says you want to know about the flange but did you also want additional input on how to swap the turbo cartridges? if not let us know I will try again (or someone else will!).

Also, the 19T is so slow to spool up. For every day driving I would go for a 16T or possibly an 18T if yo want more power. My 00 R has a 19T and unless you are on it and keep the revs up it will bog down at lower revs when you want power.
