Evaporator Core Cover

I have water leaking from my 2004.5 S40 evaporator core cover. The ac drain to the ground is not blocked but I think there may be a partial blockage inside the HVAC unit that isn't letting the evaporator core drain properly.

My question is whether the evaporator core cover is supposed be water tight, either by having the three screws tightly fastened, or by applying a silicon seal to it before attaching.

I have seen others mention a silicon seal but I don't see that in the VADIS instructions for replacing the evaporator core. Before I tear out too much, I'd like to know if the solution might be just resealing the cover. Thanks in advance for your help!
