I'd suspect the crank position sensor but have never had to deal with one so...
or ignition harness, see if you get v to the coils.
after cranking can you smell fuel at the exh pipe?

thank you jonesg
I agree that the crank shaft position sensor may be the problem does anyone have a procedure or method to replace with a picture I believe it is on the driver side down on transmission housing but not sure
I will check to see if I get voltage at the coils I did not necessarily smel fuel at the exhaust but I only cranked engine a few seconds so as to not damage starter
im trying to avoid throwing parts at the car I do appreciate all of the help steve

Thank you cn90 for the response. The 2001 Volvo V70 apparently does not have a PEM. I had hoped that was the problem but obviously not. I do seem to have good fuel pressure at the rail but no spark so I do think that the crank position sensor is the potential culprit. I have ordered one and hope that it solves the problem. I appreciate everyone's ideas and will report back.

Let us know how this goes. The Coil packs get a constant 12 volts and get fired by grounding through the ECU, so a check of the bus voltage to the coils might find a fault.
