Cam alignment issues after cam seal replacement

Cam alignment issues after cam seal replacement
Question for those much more experienced than I with setting timing belts on a 99 2.4 LPT w/ VVT. I needed to replace cam seals so did the whole job with timing belt and water pump. I set the VVT hub as per Vida- bring outer ring to CW limit, align with mark 1 cog before the mark, tighten to 88 ft/lbs making sure it doesn't move. I get the timing belt on and tensioned, remove the cam locks, and rotate the crank. My marks all align, but my exhaust cam is rotated further forward about the thickness of the lock tab on the cam lock. This result is consistent no matter how many times I remove and reset the belt. Any ideas/suggestions?

I’ve tried 3 different ways of setting the vvt hub (Vida, one I found on MVS, and another way described on Swedespeed). I’m thinking that the hub may be messed up so I’m installing a new vvt hub today.

It's going to do some crazy stuff without oil pressure regulating it. If it isn't making contact with the valves, fire it up at idle and see if she codes. I believe we found that the tolerance for the ECU is about a tooth or so in either direction.
