ECM synchronisation

Hello,
There is an incomplete car. ECM and key are missing. I made new keys and wrote them into CEM. (Made file with Tango, read/write emprommer ). I bought an used ECU. I then synchronized (VolvoSynchro V1.4) the ECU (95p08) and the CEM (28f400). The car turns the engine, but does not start. I attach a live data image from CEM IMMO. CEM VIN not ok. But CEM original with car... Is the sync is incorrect?
