That's how it works,it is pulsing...usually at idle(or when ecu ask for it) will make clicking sound,indicating that it is working.

I was able to swap a 1999 V70 immobilizer ring into my 2000 V70 and it worked fine. As always, I'm skeptical about 1998 or older in a 1999-2000. You can tape the immobiliser ring in place once it is in place if the tab breaks. The column shroud will then hold it in place. As it just senses the chip in the key the accuracy of position is not too critical other than to see where the key is positioned.

This isn’t an antenna ring problem. Pulling that fuse is probably doing an ECU reset which helps the starting sequence. If cranking is inhibited on a 1999 or 2000 car, your light control module , 2/76 is not grounding your starter relay. It does this under microprocessor control , not a simple thing...
