It might also be worth checking the AIC (automatic idle control) valve for cleanliness and smooth operation. When the AIC gets gunked up, it can get jammed and cause stalling.

At least on my '97 850, I would consider the fan running for 3 minutes after the engine is off to be not normal.

It sounds like there may be two symptoms: the motor to turn the wiper blade back and forth isn't working, and the washer fluid pump isn't working. Is that correct? If both of them are not working, then it could be due to damaged wires in the hinge.
