Passenger's side airbag will not be active since the car is not originally equipped with it.
You can remove it completely and install the dash without it.

We get three of those little towers on the V70 trim
I wrapped them in vinyl tape, the filled the tower with epoxy. From there, I drilled new holes and countersunk holes to fit.

One last thing. The foglight you show is for a 94 or older model. 95 is round. Check on Skandix website. This link is to the 94 and older on their website:
