If you get less than 12v but greater than 1v, I’d ask next for battery voltage, voltage from neg battery terminal to engine ground, voltage from pos battery terminal to engine ground. Search for how to paint car with roller and rust oleum. You can do it in a day or two and it comes out amazing. Obviously , you have to sand edges where clear coat is peeling. It costs less than $50 and is easy with no special tools.

Does this only happen immediately after getting gas? If so, is engine flooded ... is can you start the car if you floor gas pedal and crank for 20 sec?

I had above problem before. There is a vacuum switch that gets stuck open and floods engine while filling tank if it is stuck.
