Sounds to me like your DRL are intermittent or the flash to pass/headlights are coming on when it should not be coming on. So if you have only 38 psi with a new pump you must have pressure leaking somewhere like you say.

Or being returned to the tank at 38 psi over intake manifold pressure by a defective fuel pressure regulator.
The fuel pressure regulator works by bleeding excess back to the tank.

It is a two filament bulb. One filament maybe broken and shorting out to the other filament. A unbroken filament maybe drawing just enough leakage current from two circuits to stay on. Try swamping the bulbs left to right or just replace the bulb.

I took my car to get a tune up recently and the mechanic said it needs the O2 sensor and maf replaced. The MAF sensor alone could make quite a difference and it is easy to change out. I'll pull, clean and re-attach grounds since I can do that here.

Could be the edge connector on the ECM. Sometimes pulling, cleaning the edge connector and reseating the ECM does the trick.
