Sounds to me like your DRL are intermittent or the flash to pass/headlights are coming on when it should not be coming on. The fuel pressure regulator works by bleeding excess back to the tank.

It is a two filament bulb. One filament maybe broken and shorting out to the other filament. A unbroken filament maybe drawing just enough leakage current from two circuits to stay on. Try swamping the bulbs left to right or just replace the bulb.

Could be the edge connector on the ECM. Sometimes pulling, cleaning the edge connector and reseating the ECM does the trick.
