Does it normally need a lot of effort to loosen the inner tie rod - I have read some others methods of doing this job and they don't seem to bother holding the steering rack at all. The pins are a safety item I would use them.

You can get them on keep trying! Shouldn't be that hard. How did you take the old ones off? Do the opposite thing. Post a pic of the problem maybe we can help you.
