Here is the massive discussion of 'key won't turn'
viewtopic.php?t=67531
It is a common problem for higher mileage P2 Volvos. Most people seem to remove the anti theft feature and don't replace all the switch.

Re: 2003 XC 70 key won't turn in the ignition at all.
No, the tumblers never wear.
The fault was small little pieces that broke and blocked the key from rotating.
You already solved the problem permanently.
Do not overthink it.

Re: 2003 XC 70 key won't turn in the ignition at all.
I just checked the material using a magnet. The bottom plate is steel. The broken piece is part of the Steering Lock system. The broken piece is aluminum, being a softer metal, it breaks after x cycles of use. If they made this out of steel, no issues. Most BMWs don't have this issue. The BMW tumble...

Re: What non automotive projects and repairs are you doing?
Love that camera and those Daschunds! I took photography in grade school and would like to get into it again if I had room for a darkroom and all those developing trays and those chemicals, probably not practical today. Do you develop your own film? I wonder if all that stuff is still available for...

On the 05 GS430 the loaner compressor from A...

Re: What did you do to your P2 Volvo today?
Restored the leather on my XC70's steering wheel. Car has 190K on it and the original coating of the leather wheel had worn off down to the underlying leather material. It was pretty disgusting. I used a product called Leathemagic. They offer two Volvo-like colorants called Oak/Arena and Oak. My car...
