I believe you have ME7 engine management on your 1999 XC and that does not have a vacuum controlled FPR like the -1998 cars. Pressure is regulated back at the tank rather than up at the engine.
Its a really reliable system so if you are down to the FPR on tank top Im afraid thats got to come off.

That running pressure is about right. I had the dealer check my 2000 V70R and it was running about 63psi with a new Volvo pump and ejector unit in the fuel tank. I normally switch the key to Pos II and let the car sit for 34- secs before turning the key. I found sometimes if I was too quick it would...

the 2 seconds of pump run in engine off pos II will get you 10-20 psi for one key on on lots of cars but usually the correct pressure on the third key on pump run.. That 99 has the fuel pressure regulator in a fitting on fuel line back by tank so fuel press regulator was not new with a new pump asse...

This thread is from my 2000 V70R AWD sub-frame replacement. You can see the position of the regulator on top of the tank just about the front of the RHR wheel.

Do I need to pull these center bearing supports as that is the 2nd or 3rd that has been highlighted as rusted out. There are 2 V70 XC's in PnP local to me, a 99 and a 00, as well as a 99? S70 AWD. I am fairly sure they all use the same support. Not sure if you can replace the center bearing yourself...

On the s70 I had the rear sensors failed one time. I remember I was able to get into the ABS on an obd2 tester and check the live data of the sensors, and one wasn't reading. It is not always the computer.
Replacing sensors with cable was a pain though with routing the cable.

Resistance is only useful marker for ABS sensors if it’s infinite.
A scanner revealing wheel speed will tell you if the sensor is behaving.

The FPR on a 99 XC70 is more like ahead of the rear passenger side wheel, but under the edge of the car. Aft of the fuel filter. Very easy to eyeball/access with car up in the air, or even just snaking your head around under there. Take a look there first, look for something like there FPR shown on ...

Fuel pressure at the engine fuel rail is 42 psi for ME7 cars like the 99 XC
Fuel pressure at the pump after filter is 55 psi spec, before the FPR
The FPR moved around a bit on 98 99 00 models and can be left rear wheel, or on top of the tank, requiring an axle drop to access
