If the bulbs are fine, chances are its the relays in the CEM crapping out. You'll either need to replace the CEM with a spare from a wreck, or if your handy with the soldering iron then you can remove them from the circuit board and solder some new ones in

Problem will most likely be a stuffed relay in the CEM. Needs either a replacement CEM or if your handy with the soldering iron then you can easily desolder and solder in a new relay (I'd do both the headlight relays) Theres a dam good write up here: http://www.volvoforums.org.uk/showthread.php?t=67...
