I'm chasing this same problem on my 2006 XC70. I've replaced the fuel filter and fuel pressure regulator at the rail. It's still throwing P0089.

Was your problem because the replacement Volvo fuel pump you had installed was defective?

The relay jumper worked like a charm to drain the tank! I installed a new pump (ProParts from Eeuroparts) and my car still won't start. There's no fuel pressure at the rail now. I'm trying to find the reason for a no start condition on my car. (215,000 mi) My fuel rail pressure is 35-38 psi as I turn it over. After I stop cranking, the pressure drops slowly and consistently. Thank you for your insight and great input into this forum. I'll try the fuel pump relay jumper method and post back my results. Do you know why siphoning the tank doesn't work? Is it because of the routing of the fill tube? Thanks.

1998 XC70 How do I drain fuel tank ?

I'm beginning the job of replacing my fuel pump. The car is in a no start mode. Of course, the gas tank was just filled so I'm trying to figure out how to drain the tank so I can remove the pump. I can't get a siphon to work, so I need a work around. Any suggestions? Thanks in advance.

Thanks, abscate, but I installed a new Bosch coil pack 2 months ago with new plugs, wires, dist. rotor, timing belt. Any other ideas?

I would fix your car. I did this on my 98 XC and it wasn't hard, just time consuming. I love these cars.

Thanks for the reply. It was VERY difficult to turn the crankshaft, but I did rotate it a couple of times. I've probably done some damage. I'll get it to a mechanic and let you know how bad.
