is it cranking and not starting, or not cranking at all? if its cranking and not starting, check for fuel and spark, if its not cranking then check for power to the starter.

You should probably drop the pan. I've heard of shops that just won't do a pcv without dropping the pan on high mileage cars. You can do the glove test and see how bad your pcv is. It's in the tank. I believe you only change the filter if you replace the pump because you have to drop the tank.

It ended up being messed up valves, the head is in a machine shop right now. Didn't see that one coming.
