Yes, I understand this is a quite clever trick to use the cabin air, which should be either hotter than the outside air (in the winter) or cooler than outside air (in the summer, if you use A/C). I too am certain at this stage that the ECM manages this fan. The thing that bugs me is I have no way to actually test this fan-switching circuit...
