Emission system won't reset 98 V70 X/C AWD

As others have said, the drive cycle to get these to pass emissions can be fraught with peril. If you don't do any highway driving, I don't think you'll pass. I'd suggest taking a good half hour (one way) trip somewhere at full speed (~55 MPH) and then turning around and head to the garage. Don't stop anywhere on the way or shut the car down. Would suggest doing so when you don't have traffic (good luck with that...) Have the garage plug into it without a shutdown, otherwise the parameters instantly reset and can take a while to set again. Make sure they're aware you have a turbo, I believe there is a difference in the NYS emissions checks for that vehicle w & w/o turbo, very likely same in Cali since we follow where you lead... (can't confirm, don't handle DMV any longer...)

I'm not sure about that year but on the '99 XC VIDA can force it to do the evap/pcv tests. Often these are what hold people behind when everything else otherwise is working as required.

OK here is what my mechanic sent me:
".none of the monitor tests had been completed. not sure why it isnt passing the monitor tests or throwing a fault code---there were no fault codes stored. with that amount of driving, the tests should start passing or a fault code should be triggered (which would prevent the tests from being completed). i was also telling you that there may be an exact drive cycle procedure to get the tests to pass--i dont do smogs here so im not sure if you car has a very specific drive cycle or not, but i havent run across a volvo that was this tempermental about completing the tests."

Chai, I would guess something is interrupting 12 volt supply to the ECU if no monitors are ready. A battery that will crank and start the car might still be weak enough to cause this problem

The component test and misfire should go ready almost immediately.

Oxs and cat take longer because the car needs about one minute of coast down running with the injectors turned off to confirm these ( the car does this automatically , nothing for you to do)
My 1999 takes 50-100 miles of driving for these to set

The evap is the tough one, I’ve had Volvos take 500-2000 miles for that to set.

FYI for California
In California:

Gasoline Vehicles
1996-1999 Gasoline Vehicles can have 1 monitor not-ready
Some data from my recent 1999 emissions inspection
Inspection renewal. Due to battery work had to complete drive cycle
Misfire , fuel , engine went ready on idle
Cat continuous , OXS continuous, HOXS continuous took one drive cycle, 20 miles

Cat non continuous took two cycles 50 miles

Now have OXS NON CONTINOUS AND evap not ready, have 60 liters fuel in tank, a bit too high
Inspection complete

Chai, that appendix J is your get out of jail free card. The tester should ignore readiness.
