Headlights - problem - low beam not working both sides

Recently I received an indication that a low beam failure was present. I replaced bulb, no help. On closer inspection the bulb lights briefly when the ignition is first turned on. Within a week, the second low beam was behaving the same way. Local independent volvo mechanic replaced connectors at light assembly first to no avail, and they will try modules next as I understand it.

I called Volvo corporate in New Jersey to indicate that I was having this problem. They told me to take my car in to the local dealership in Indianapolis - who I despise because of poor experiences I've had on purchases and with service. I explained to the Volvo rep my problems with the local dealer, the symptoms of my XC90, that this is my third consecutive Volvo (two V70s before this one), that I use an independent who does much work on Volvos. They said point blank they would not offer any assistance since I was not using a dealership. I told the rep that I will send them a future communication regarding what finally fixes the problem and how much it costs. I have read this is a fairly common problem, and I'll leave it up to them to do the right thing - I will post back here the results.
