'95 Headlight Replacement

I've just replaced the driver's side headlight assembly (dual bulb, disagreement with a deer) my question is related to the spirit level built into the assembly, whats the trick to getting it to be level ? (one, cuz it bugs me thats its not and more importantly the alignment is way off in the vertical).

There are two adjustments which are plastic twist knobs. One is for side adjustment the other is vertical. Find a level parking lot where the other bubble is level adjust as the needed. When your car is in for state inspections that will set it.
