What is the "Typical Starter Problem"?

What is the "Typical Starter Problem"?

I've been rummaging through old posts trying to find answers to my own Volvo problem

and I've seen a "Typical Starter Problem" referenced several times. What is this? What makes it so "typical"? What is the cost to fix this problem?

Probably the solenoid is what they're talking about.
