Basically,
-Turn the gear back clockwise to tension the belt.
-Turn belt tensioner counterclockwise until it passes the marked position.
-Turn belt tensioner clockwise until you get the needle at the position it should be at based on the outside temperature.

Thanks but I was looking for instructions on how to time the VVT hub itself. We got the timing belt all figured out. The Chilton's book gave us these same instructions. Very helpful. But it does not tell us how to time the VVT hub. There is a spring in there that is shifting a lot when the car is running.

How is it you know it is shifting a lot when running?
To see if the cams are pahsed properly you remove the cam sensor and pry out the plug on the intake cam rear.
Turn engine over clockwise and when you get close to the crank mark aligning with its pointer on oil pump go carefully until the marks align. Look at rear of cams and see if the slots on cams are precisely parallel to each other. If you move slowly and do not reverse direction the spring in cvvt hub will be compressed and the setup position can be verified.
