I had a similar problem with brake and indicator bulbs. Neither were blown but the warning light came on intermittently. Check that the earth connection in the bulb holder is making a good contact. It can be eased up a little to tighten it.
Worked for me.

Check the 3rd brake light in the middle, attached behind the rear head rests. This one is easy to forget about.

Plus one of the bulbs may be loose. When I bought my '93 850, I had the same problem. I found that the glue holding the brake bulbs together wasn't working anymore and making the bulb short out. I just replaced all the bulbs and the problem went away. Easy $25 fix..

Could be bad connection....some corrosion on the seating area where the bulbs are attached. Try a little sand paper or an emory board.

Depends on how the towing socket has been wired.

It should be wired to the socket in the boot/luggage area which is fitted at the factory for that purpose. This, in effect, allows the bulb failure device to work normally.

If it has been wired by someone who does not know Volvos it may be that the towing socket has been spliced into the wires at the tail lights. In this case a false signal will be sent to the bulb failure device and would cause your problem.

Trace the towing socket wiring back into the boot/luggage area and see how it has been done. If it has been spliced then remove the wires at the joins. If it has been wired to the factory fitted socket pull the plug out with the towing wires attached and try your lights without it.
