Re: Advice: give that ol' rear wiper a look
Did you take the interior panels off to inspect the wires wrapped up in the loom? Perhaps some of the wires are getting pushed and pulled repeatedly at the strap which could be a suspect too. It may not always be a broken wire at the tailgate hinge. Otherwise, check for continuity.

I checked both locations when I got the car. I guess i may have to get back there and check again.

Thanks to all. Great details.
I thought I was looking for a broken wire as well. Once inside and having done what I thought was proper testing of the motor, I thought it was still ok. Then I was second guessing myself. I was able to get a replacement motor from a friend (lucky me) and found it was not a faulty motor. My problem was that the shaft that the wiper is connected to got way to corroded. Even a new motor was not able to rotate the wiper.
Remove the harness that hold the wiper motor, wiper gears, wiper shaft and finally ... the wiper itself.
Once removed from the car, I was able to spray the wiper shaft with 'Liquid wrench' and holding the wiper shaft with narrow vice grips.. started to slowly move the shaft clockwise to counter clockwise, etc. etc, etc..... It took some time, but sooner than later the entire piece was moving freely. So much so that I was able to get the C clip off and then the washer. Once all these were off, I continued to apply 'Liquid Wrench' and turning the shaft. Before you know it, I was able to work the shaft out of the housing and get it really cleaned. Now it was just a matter of putting things together. This will take place when it stops raining out.
One added thought was to add a bit of silicon to the otherwise dry shaft. I could see no previous signs of oil or greese of any sort so I thought silicone should do the trick for another 14 years
The before and after really speaks for itself. I am guessing I will now also look for a means of sealing the wiper shaft from the weather, but not sure if that will work.
For now, the silicone will hopefully help

Any advice on getting the back panel off? Im looking at the handle on the inside and wondering how to get that piece off. In particular, the screw on the end of the inside handle.

Thanks for bumping this thread. My V70 rear wiper was in 'tailgate open only" mode a couple of years ago, but working fine now. Im sure I have one of these same wires open and will certainly bookmark this for a warm winter day project.

This was extremely helpful. I had the exact same problem, same place and everything. Four cut wires, and since I kind of knew where to look, only took about thirty minutes. I can finally lock my tailgate again without having to climb over the seat to unlock. Thanks a million.
