Maybe I am misunderstanding what your trying to do. If your replacing both inner and outer, why are you even bothering trying to get them separated? Just get the inner loose from steering rack and remove as one piece.

A careful use of pipe wrench on inner tie-rod where it screws on to the rack. Notice the chipped edge while looking up. Does it need JBWeld to last?

It looks fine. That small chip is nothing to worry about.
Just cover the steering rack's end with ziploc bag and rubber band while you wait for new parts to arrive.
Dirt is the #1 enemy of the steering rack.
PS: During install, just remember to use some rubber material as cushion between pipewrench and the rack's end to prevent further chipping it.
I notice that your trans is also exposed. Get a piece of plastic/masking tape and tape the ends of the auto trans (I understand that you removed the axles for rebuild) to prevent dirt/debris/bugs from getting in. Even the slightest amount of dirt is the worst enemy of the auto trans.
