98 V90 secondary air problem? horrible gas mileage

Hello everybody. I have a 98 V90 that I just bought having owned previously a 95 Volv0 850 Turbo which I wish I would have kept....anyway here's my problem: I was expecting 25-27 mpg as I have gotten that mileage before with my other Volvo. Also, the owner that just sold me this said he just got 27 on a trip to NY from GA. The car runs fine, smooth, not burning oil. I filled it up at empty and only got 351 miles from the tank. Mix of hwy and secondary road driving. I would just expect more than 17mpg so there must be something else wrong. I was thinking of maybe changing the plugs to see if that would have any effect but man I just can't figure it out. I did replace a cracked elbow joint from the EGR valve..figured that was probably the cause of my CEL going on but it has not gone off. The error says secondary air pump....but it is running and I can't find any other leaking or cracked points. Anyone else experience this? I am bummed and thinking of selling it and trying to find a better Volvo. Miss my turbo.

When you replaced the elbow joint did you erase the fault code? Fixing the fault does not erase the code and until it is erased the 'brain' will assume there is still a problem.
