I Finally got my t5 running after half a year of an engine rebuild. Right when i got it running the boost was on and it had full boost. but after a few weeks it is now limited boost. I put a new 19t compressor and housing and blow off valve. I think that the vacuum lines are good doesnt seem like thats it what else could cause it? also my transmission would run fine then id park it and it would start off in a higher gear. like in winter mode. there is a flashing arrow on the dash but now check engine light. And my cooling fan isnt kicking in. I checked the voltage on the hot wire when the ignition is on and there was non. I tried connecting the relay directly to the battery and still nothing. please help me!!

You obviously have several things going on - such that I can understand your post. They actually all may be related if you missed hooking up a ground or have a bad battery cable.
The large red wire to the fan relay should always be at battery voltage. Measure it from the connector on the + meter lead and use the negative battery post itself as the ground for the - lead. If you have no voltage at the large connector then the fusible link on the cable has gone bad. The fusible link isn't made to be replaced and you really need to replace the cable if it is bad. The link doesn't normally blow even if the fan seizes up so a blown link indicates a dead short somewhere. That short would have generated enough heat to cause damage to the insulation on the other wires in the split loom next to it.
