Again, just got a 2006 xc70..51K miles...been driving all week. Brake pedal is low. Too much travel before it grabs. Dealer sold me the car, stated that it passed all tests for sale + inspection. I can see that there is 'meat' on the pads, the front rotors need replacing as there is a Hefty lip on the outer edge. I like to be safe. BUT...this does not explain the low pedal. If I take it back to them, they will charge me for review of the situation. I don't see any leaks, level in reservoir stays constant. I do have an aftermarket warranty with Volvo, so if there is a problem (outside of usable parts like pads and rotors), I am covered. Any thoughts?
PLUS...I will be changing the pads and rotors in the next month or so...FCP and IPD offer many different choices...any consensus on the best /economical combo?

I have used Zimmerman Rotors on a 95 E420 and have those on my S70 T5 front and rear. Nice setup.

Used this Kit on brother's 2003 GS300. Exceptional braking even during Bedding. They have a Kit for 2006 XC70. The green pads that I removed from the car had overheated and glassed the rotors, evenly blackened.

The standard answer to your question is air in brake fluid. I bet that careful bleeding of brake fluid and your problem is gone. With a car equipped with ABS, bleeding can be tricky. New rotors won't fix this problem.
When your car idles and you press brake pedal hard, it reaches a limit and does not slowly go down after the limit, right? Slow creep towards floor would indicate a leak.

Low pedal could just be worn pads but since the brake rotor is worn it could mean the same thing as in more travel at the pedal. Not sure who put the pads on but Dealer does not usually do Pad Slaps meaning no turning or rotor. Perhaps the car is braking true so they decided to leave the worn rotors alone. Check the rear brakes also for worn brake rotor and pads.
If the pedal goes to the floor it would be the master cylinder. If there is a leak/air in the system then it would be spongy but you indicated low pedal before brakes engage so again check for worn pads and rotors in the rear.
