The rectangular black box thing is located in the front near the left side wheel. I removed the hoses and the thing itself from the car. There are three hose attachment points on it, tank, purge and air I think. The unit has GM markings on it and I believe it is the original device.
If I blow air into either the air or purge ports, air blows freely. When I try to blow into the port labeled tank it is very hard to blow into it, like it is clogged. Should I be able to blow into this port just as freely as the other two ports?
I am trouble shooting a P0455 and a P0440. my next steps get a bit expensive, purge valve and possibly a canister.

I don't know the answer to this, but my indie Volvo mechanic tells me that the charcoal can clog up sometimes and he had to replace a few of them. He also told me to get rid of the line filters because they don't do much besides causing trouble.
Right now I'm doing the very same thing. I replaced the purge valve which did not cure the P0455 (the only code I have to deal with). I ordered the shut off valve, which will hopefully get here today. If it does I'll start tearing into it right away. I also have new silicone vacuum lines and will replace everything I can.
If I still get the code after that it's time for a smoke test at the indie shop.

My same situation. I get the P0455, sometimes with a P0440 pending. I figure I'll try the purge valve first, then the canister. But I may just bring it in for a smoke test just to narrow it down. I have a diagram of the system and will take out all the access panels in back for them. Hopefully I can find a place that is willing to work with me in getting this accomplished. All winter I ran with no CELs and all systems READY so I know the car is capable of running clean. jblackburn mentioned to me that with a CEL fuel trims don't adjust like they should and I have actually been able to feel a little sluggishness since the CEL started coming back. This old clunker needs to run for another 100K miles so time to fix it.
