1996 855 Eating hazard switch modules/fuse #13

My car has a hunger for hazard switch modules and fuse #13. It started with the fuse blowing at decreasing intervals until the fuse would blow immediately upon starting the car. I checked the voltage at the fuse slot, and it appears normal (zero when off, 12V when on, and no leaking electrons on the ground side). I then replaced the flasher switch module and briefly had high beams, turn signals, and hazard flashers when the ignition was on but only when the engine was not running. As soon as I cranked the engine with all those lights turned off, I could literally hear the flasher module make little grinding noises that I suspect was the sound of it shorting out inside. Then, of course, all 3 light functions (high beam/turn signal/hazard) ceased to be, and fuse #13 blew again.

There are no burned out bulbs, and I have replaced/refreshed the battery cables and chassis ground strap to ensure good grounding. Just about all the connectors on the engine bay wiring harness have been cleaned thoroughly and refreshed with dielectric grease.

Any clues on where to look next? Electrical troubleshooting is not my strong area, and the Volvo & Haynes manual wiring diagrams are difficult for me to understand.

What happens if the hazard light switch is not connected?

I had a very similar issue, it was a grounded sidemarker light wire

Removing the hazard module entirely:

--high beams work
--turn signals do not work (as expected)
--Fuse #13 does not blow upon cranking the car

Did you ever figure out the problem? Mine is doing the same thing but I didn't hear the crackling noise, not sure if it was the hazard flasher or the fuse that blows but figured it's a wiring issue or pinched wire ?? Stumped !
