1995 volvo 850; no start

the timing belt new; i have notice after all marks are line up then i turn the crankshaft to take out the remaining slack, the exhaust cam is off 1/2 tooth; the last few timing belt i done had no problem, but this one, when I put the new belt on the belt teeth groove won't match up the exhaust cam groove

So maybe it is cam timing advance/retard: There is over a full tooth of slack in the bolt holes where the sprockets attach to the cams. The holes are oval, not circular. So that could explain it. If you get the slots on the backs of the cams perfectly parallel with the seam in the head, then where are your timing marks? If the exhaust cam is still off, then you could adjust it back that half a tooth via the cam sprockets mounting bolts.

But these are fine points, they will not relate to the engine starting or not.

I had not seen fuel pressure addressed yet?
Is it the same type pressure regulator on the fuel rail as the previous system, and have you tried a gauge on the Schrader valve?

Wow... is everything OK with that belt???
For me it seems, as the belt is not matching with the gears... I mean the belt is not the correct type.

Compression Test(Dry): #1@90psi; #2@30psi; #3 @110psi; #4 @ 110psi; #5@110psi
Compression Test(Wet): #1@ 210psi; #2@150psi; #3@140psi; #4 @210psi; #5@200psi
Fuel pressure@ 40psi
Note: I hope not this engine from the salvage yard with the last recorded miles @ 73k on January 2008,has bad piston rings; this engine been sitting several years at the yard???

after further troubleshooting and testing, I finally got the car to start; the cause was the piston rings was stuck in the grooves; after multiple draining the oil pan and soaking the cylinders multiple times with oil, wd-40,PB blaster,carburetor cleaner,kerosene, a little of diesel and STP oil treatment during a 3 to 4 week period, it started; just smoke up the neighborhood; recheck it this morning and it started right up but has a P0402 code with a very slightly engine miss

I think that is an EGR code IIRC, but google it to be sure. It is a fairly simple system so it isn't hard to troubleshoot. Make sure your compression woes are behind you before throwing more money into this, though.

Got the P0402 code fix ,found the new intake manifold tree o-ring missing causing the code, but now I am having a slight engine miss and a lot of blowby: I think #2 cylinder could be the fault due to the low compression; what else can i use to get #2 piston rings unstuck from the piston groove??

How do you know a piston ring is stuck without physically looking at it?
