After successfully storing a car for 2yrs with no issues, I can say bits and pieces of the info given is correct.
Yes, make sure you run the stabilizer through the engine and not just dump it in the gas tank. Do not drive it every week; if you are you are just wasting gas and not really storing it.
Disconnect the battery, and leave it. If you do drive it make sure it is not a short trip. Will do more harm. You don't need to drive it anymore than once every 2 months; but you can also just leave it.
I drove it every 2 months or so to reduce possibility of tire flat spots, keep the brakes rust free and the suspension bushings okay
If its outside, keep rodents at bay with mothballs and cover the exhaust pipe. Indoors is much better for the car.

Should be able to get insurance of $30 per month .
I wish I could get that kind of insurance here in Ontario. When I lived in Kansas I was able to insure 2 cars for 120 a month. In Ontario, its double that!

Things that come to mind when storing inside a garage, are battery and gasoline.
Pour some fuel conditioner in the tank, then fill up the tank so there's no condensation inside that will get it to rust. The gasoline can degrade after a couple of months and leave residue which can create restriction inside the injectors (look up on storing snow throwers)

Always a good idea to drop a spoon of oil inside the cylinders, to oil a bit the piston rings on an older engine, so it doesn't gum up.
I won't be running it during the storage period.
Also, don't know if leaving car for too long can cause a small 'flat' where the tire sits on ground? Have no idea.

I left my MR2 on jacks for the better part of two years with no additives and less than half a tank. Fired up like the day I parked it, though the blinkers didn't work.
Granted, a turbo Volvo isn't the same as an iron-block Toyota. I think that engine would have run with paint thinner and dinosaur pee as lubricant. But I think you'll be fine.

I don't think rust in the gas tank will be an issue. I believe thetank is plastic.
