1995 850 system rich low pressure
So, my car 1995 volvo 850 turbo has had a system rich bank 1, I checked the vacuum hoses and the purge valve replaced the purge valve helped a little. I found a thing online said to check the pressure at the rail at the rail I had 16 psi which is pretty low, from what I understand it should be around 30 to 40psi for turbo charged. The fuel pump was replaced in 2012 and so they said to check the fuel pressure regulator and take the vacuum hose off in see if it smells like gas. I took the vacuum line off and it took me a good 20 minutes prying on the rubber elbow stuck to the pressure regulator when I got it off their was this build up of yellow gunk in the elbow and smelled like fuel. I tried jumping the fuel relay and the relay seems to be working fine. I'm thinking the fuel pump and the pressure regulator and thoughts?

You are correct and 16 PSI is too low. A test for the fuel pressure regulator would be to leave the vacuum hose off, bypass the fuel pump relay, and turn the key to position II. When the FPR goes bad it ruptures and fuel will come out of the vacuum line nipple on the regulator.
