1998 V70 - Need Advice on P0455 Diagnosis

I have a persistent P0455 error showing up a day or so after I reset it with my OBD app. I did a smoke test with my homemade smoke machine and found some smoke coming out of part #11, the tank's air vent filter attached to the filler hose. See attached diagram. based on my reading on the "Theory of Evap System Operation",I suspect the check valve, part #8, between the gas tank and filler neck might be leaking. What do you think? Does the air vent filter have a check valve itself?

Where is the smoke coming from on part 11? I don't think anything on that part should be open to air.

Smoke is coming out the rear opening vent hole of the air filter.

I better test the shutoff valve by the charcoal canister and. see if its leaking.
