My 850 has an intermittent horn. Sometimes it works for a moment, but most of the time it doesn't. The horn contacts inside the steering wheel are good. I even replaced two of them to be sure. After I replaced them it honked a few times then suddenly stopped again. The fuse is good. I'm not sure what to check next.
Note: I must mention that the instructions to replace horn contacts are really terrible. He leaves out the hardest part - removing the old contacts. I had to cut them off with a Dremel cutting wheel. He fails to provide photos or tips on this step.

How will replacing the steering wheel solve the problem? It's more likely a bad wire or connection.
It's your contact reel, or clockspring. https://www.matthewsvolvosite.com/forums/viewtopic.php?t=34639 Replacing really isn't hard at all. One thing to note, remove the right torx first when removing the steering wheel cover. Also, tighten the right side first when re-installing. Not sure why this matters but I think it may be why my horn stopped functioning reliably.

"The clock spring has nothing to do with the horn or the cruise control. It will trip a SRS error though."

Does anyone have instructions on attaching a secondary horn button to bypass the troubled original equipment?

I found the horn fix in an obscure post on http://www.volvoforums.org.uk/showthread.php?t=18549
"The cause of the horn not working is the earth wire on the steering wheel it is held in the body of the wheel under the airbag in a square hole with a brass clip . if you put a suitable sized self tapping screw in to wedge this tight it will solve the problem ... "
The British forum one-upped us. I fixed it for free using an old screw.
