You can buy a cheap tire pressure gauge at a dollar store and use it on the fuel rail, fuel will kill it after a couple of uses, so check your tire pressures on your neighborhood cars to cancel the negative waste karma

If Port Hope is the Port Hope in Canada near the Great Lakes, how has the temperature been when the car starting issues happen? There can be an issue with low temps on turbo engines in 850/P80's where the turbo air pipes can collapse and prevent air flowing through the intercooler as moisture freezes in the intercooler. Usually, when I have had this issue though the car starts, but won't move until it has warmed through. Putting cardboard behind the grill can help reduce the issue, but park the car with the nose down-wind if you can.

Time to check fuel pressure at the rail and compression at cylinders, both stone cold and warm

I would say that you have a classic immobiliser problem.Only immo will shut the car off after 3 sec.
Since you have a chipped key,it could be code transmitting problem from the key itself,from transmitting ring around ignition lock or it can be just a bad immobiliser(icu).

MIsha - good call on the 3 second stall. Your immob ring might be failing in the cold weather only. Try making breaking connections on it a few times and seeing if that makes the cold start better.

Thanks for all in the input and ideas ... At this point I am leaning towards a fuel or spark issue that is effected by temperature. I have swapped out the fuel pressure relay and will see if that makes any difference as we have some cold weather expected in the next couple of days. I will also be checking the fuel pressure with abscates suggestion. I don't think it is an immobiliser issue as the engine will not even fire or run for 3 sec when this condition occurs, but in case it makes a difference how would I "make and break connections" on it ... by simply inserting and reinserting the key in the ignition?
